Summary

NOAA Fisheries has issued a final rule to implement fishery management measures for the 2025 ocean salmon fisheries season (May 16, 2025 – May 15, 2026) in the marine waters off Washington, Oregon, and California.

Salmon fisheries in 2025 will provide commercial and recreational fishing opportunities along the West Coast from mid-Oregon north to northern Washington. Commercial fishing opportunities will be closed or severely constrained off the coasts of California and southern Oregon for a third year due to anticipated extremely low returns of several California Chinook stocks. A limited recreational fishery off the coast of California will be open.

NOAA Fisheries has completed consultations on all species listed under the Endangered Species Act (ESA) that are affected by the Pacific Fishery Management Council ocean salmon fisheries, including fisheries implemented through this rule. We have concluded that these fisheries would not appreciably reduce survival and recovery of species listed under ESA, including listed salmon, steelhead, and Southern Resident killer whales.
