NOAA Fisheries announces the availability of a scoping document for Amendment 16 to the 2006 Consolidated Atlantic Highly Migratory Species Fishery Management Plan and our intent to prepare an Environmental Impact Statement under the National Environmental Policy Act.

Amendment 16 could result in large changes to the entire commercial and recreational shark fishery including changes to commercial and recreational shark quotas, shark management groups, shark retention or bag limits, and shark minimum size limits.

Scoping Document

The scoping document lays out a wide range of potential options and describes how the quotas might be established. The list of management measures in the scoping document should not be considered an exhaustive list. Rather, the management options are intended to facilitate discussion. Specific suggestions on the options or other options that NOAA Fisheries should consider are welcome. Comments received will help determine the options considered in Amendment 16.

Public Comment

NOAA Fisheries will accept public comment on this proposed rule beginning Monday, May 8, 2023 through August 18, 2023.
