National Standard 10 – Related Resources
The National Standard 10 guidelines provide guidance for the consideration of safety issues in fisheries management.
National Standard 10 of the Magnuson-Stevens Fishery Conservation and Management Act states that “conservation and management measures shall, to the extent practicable, promote the safety of human life at sea.” The National Standard 10 guidelines, published by NOAA Fisheries in 1998, provide guidance for the consideration of safety issues in fisheries management. Below are a variety of resources pertaining to the National Standard 10 and fishing safety.
Technical Guidance
To help promote safety in fisheries, NOAA Fisheries published a technical memorandum that provides tools to evaluate safety in fisheries. This tech memo, co-written by NOAA Fisheries staff and a fishing safety expert at the National Institute for Occupational Safety and Health, includes a safety checklist to identify safety concerns and describes methods for conducting a risk assessment to help identify trends and safety hazards within a fishery.

Safety Analyses
Recent work by NOAA Fisheries, the regional fishery management councils, the National Institute for Occupational Safety and Health, and the U.S. Coast Guard has shown that the fishery management process can explicitly address safety at sea by analyzing information about the adverse outcomes (e.g., fatalities, nonfatal injuries, vessel losses, and vessel casualties) that have occurred in a fishery. Below are a few examples of such analyses.
