Swordfish are large, highly migratory fish known for their long, flat, pointed bills. They can grow up to 14 feet long and weigh as much as 1,200 pounds. Found in oceans around the world, swordfish are skilled hunters, using their sharp bills to slash at prey such as squid and smaller fish. As fast swimmers, they can reach speeds of up to 50 miles per hour, making them one of the fastest fish in the ocean.
Swordfish are caught worldwide, particularly in the Atlantic and Pacific Oceans, and are highly valued in the seafood market. Commercial fishermen use a variety of methods to catch swordfish, including longlines, harpoons, and gillnets. Due to their size, strength, and the challenge they present, swordfish are also popular with recreational fishermen.
Population
The stocks are not overfished.
Fishing Rate
The Western and Central North Pacific stock is not subject to overfishing. Reduced to end overfishing for the Eastern Pacific stock.
Habitat Impact
Fishing gear used to catch Pacific swordfish rarely contacts the seafloor so habitat impacts are minimal.
Bycatch

Population Status
U.S. domestic fisheries target swordfish across the North Pacific Ocean. There are two stocks:
- Western and Central North Pacific stock - the most recent stock assessment (2023) found that this stock is not overfished and is not subject to overfishing. Summary stock assessment information can be found on Stock SMART.

Appearance
Swordfish are recognized by their long, flattened bills, which resemble swords, as their name suggests. They have stout, rounded bodies and large eyes. The first dorsal fin is tall and crescent-shaped, while the second dorsal fin is much smaller. Their anal fins are similar in shape to the dorsal fins but are smaller in size. Swordfish also have a broad, crescent-shaped tail. Their color is darkest on top, typically black or brown. Unlike other billfish, adult swordfish have no scales or teeth.
Biology
Swordfish are a highly productive fishery species, primarily due to their rapid growth and reproductive capabilities. They can grow up to 14 feet long and weigh nearly 1,200 pounds, though the average size caught in the fishery is between 50 and 200 pounds. Swordfish mature quickly, reaching reproductive age at 5 to 6 years old, and typically live for about 9 years. They spawn frequently throughout the year in warm tropical and subtropical waters, while in cooler regions, their spawning is concentrated in the spring and summer months. Swordfish eggs are externally fertilized and float at the sea surface, where they incubate for about 2.5 days.
As top predators, swordfish feed on a variety of fish and invertebrates, including squid. Known for being one of the fastest and largest predators in the ocean, swordfish can reach speeds of up to 50 mph with their streamlined bodies. They possess unique adaptations, such as specialized eye muscles and a heat exchange system, which allow them to dive into deep, cold waters in search of prey. Swordfish capture their prey by slashing their bills back and forth, stunning or injuring the prey in the process. While they are rarely preyed upon by other animals, juvenile swordfish are sometimes eaten by sharks and larger predatory fish.
Where They Live
Range
Swordfish are found around the world in tropical, temperate, and sometimes cold waters of the Atlantic, Indian, and Pacific Oceans, including the waters around the U.S. Pacific Islands and off the U.S. West Coast.
In the Pacific, scientists know little about the migration of swordfish, but tagging data suggest they move eastward from the central Pacific, north of Hawaii, toward the U.S. West Coast.
Habitat
Swordfish are pelagic fish that live in waters ranging from the surface to mid-depths, feeding throughout the water column. During the day, they generally inhabit deeper, cooler waters, while at night, they move vertically into shallower, warmer waters.

In the United States, highly migratory species like swordfish, are managed through a combination of international cooperation and domestic regulations. The U.S. is a member of two international fishery management organizations that establish binding measures for the conservation and management of North Pacific swordfish: Inter-American Tropical Tuna Commission and Western and Central Pacific Fisheries Commission.
In addition, NOAA Fisheries works closely with domestic regional fishery management councils to implement management plans that reflect both international agreements and fishery conditions in U.S. waters. North Pacific swordfish are covered under:
- Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species, which applies to federal waters off California, Oregon, and Washington.
- Fishery Ecosystem Plan for the Pelagic Fisheries of the Western Pacific, which applies to federal waters off Hawaii and the U.S. Pacific Islands.

Harvest
Commercial Fishery
In 2023, commercial landings of Pacific swordfish were 2.2 million pounds and were valued at $9.4 million according to the NOAA Fisheries commercial fishing landings database.
In California, most of the swordfish landed are caught by Hawaii-based longliner vessels. These Hawaii-based longliners also account for the majority of U.S. catch of North Pacific swordfish overall. Despite this domestic catch, over 80 percent of swordfish consumed on the U.S. West Coast is imported from other countries.
Gear Types, Habitat Impacts, and Bycatch
Commercial fishermen harvest swordfish in federal waters off the U.S. West Coast using a variety of methods, including drift gillnets, deep-set buoy gear, harpoons, and other exploratory fishing practices. In 2023, deep-set buoy gear, in both standard and linked configurations, was officially added to the fishery management plan after a period of exploratory fishing.
Longline gear is utilized by commercial fishermen harvesting swordfish in federal waters off Hawaii and on the high seas.
The fishing gear used to catch swordfish typically does not contact the seafloor, resulting in minimal impacts on benthic habitats. However, fishing for swordfish can lead to incidental catch of sea turtles, marine mammals, seabirds, sharks, and other finfish species. To reduce bycatch, gear restrictions and operational requirements are in place.
Recreational Fishery
Recreational fishermen off the U.S. West Coast catch swordfish using rod-and-reel gear, and are prohibited from selling or bartering their catch. In order to catch and land swordfish, fishermen must have a valid fishing license. Commercial passenger fishing vessels (i.e., charter vessels) are required to have a permit and must submit a monthly log of their fishing activity.
There are no federal regulations governing recreational swordfish fishing off Hawaii and the U.S. Pacific Island territories, but local rules may still apply.

Mid-Atlantic Fishery Management: Science, Stewardship, and Shared Successes
Management Overview
Because swordfish travel thousands of miles across international boundaries and are fished by many nations, they are managed through a combination of international cooperation and domestic regulations.
International Management
In the Pacific, there are two international bodies—known as Regional Fishery Management Organizations or RFMOs—that manage swordfish and other highly migratory species:
The science provider to these RFMOs is the International Scientific Committee for Tuna and Tuna-like Species in the North Pacific Ocean which conducts periodic stock assessments.
Working with the U.S. Department of State, NOAA Fisheries domestically implements the IATTC and WCPFC conservation and management measures.
Domestic Management
In addition to working with international partners, NOAA Fisheries works with domestic regional fishery management councils that manage Pacific swordfish fisheries within U.S. waters. These councils implement management plans that reflect both international agreements and fishery conditions in U.S. waters:
- Pacific Fishery Management Council (California, Oregon, and Washington)
- Western Pacific Fishery Management Council (Hawaii and the U.S. Pacific Islands)
West Coast
Along the U.S. West Coast, North Pacific swordfish are managed by NOAA Fisheries and the Pacific Fishery Management Council under the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species. Requirements include:
- Fishermen are required to have permits and to record catch in logbooks.
- Longline, drift gillnet, and deep-set buoy gear fishing boats are required to carry observers when requested.
- Gear restrictions and operational requirements to minimize bycatch:
- Mitigation techniques (e.g., use of line shooters, incentives to use circle hooks, blue-dyed bait) to minimize seabird interactions and injury to seabirds and protected species.
- Protected species handling and release protocols to minimize injury and increase the chance of survival, if and when interactions occur.
- Drift gillnet vessels are required to use pingers, an acoustic device intended to deter marine mammals. These vessels are also required to use net extenders, which sink the gillnet deeper to avoid interactions with sea turtles, marine mammals, and seabirds. This fishery also uses time-area closures to avoid interactions with leatherback and loggerhead sea turtles.
- Deep-set buoy gear vessels are required to actively tend their gear, meaning that the vessel must stay within five nautical miles of all pieces of gear while deployed. These vessels are also required to use strike detection buoys, to mitigate long time periods between strike and retrieval. Additionally, no more than 10 pieces of gear may be deployed concurrently, with no more than three hooks per piece of gear.
- The Driftnet Modernization and Bycatch Reduction Act enacted in December of 2022 calls for the phase-out of drift gillnet fishing and establishment of alternative fishing practices that minimize incidental catch of non-target species.
- Longline fishing is prohibited within 200 miles of the U.S. West Coast, unless such fishing practices are approved for exploratory fishing.
- Longline fishing regulations vary by gear type (shallow-set, deep-set, etc.) and fishing area (eastern Pacific, high seas, etc.).
- Training in safe handling and release techniques for protected species is required.
- NOAA Fisheries issues permits for exploratory fishing practices on a case-by-case basis for collection of data to inform future management decisions, e.g., development of measures to promote economic viability of the West Coast swordfish fishery while minimizing bycatch and incidental catch of protected and unmarketable species.
Pacific Islands
In the U.S. Pacific Islands, North Pacific swordfish are managed by NOAA Fisheries and the Western Pacific Fishery Management Council under the Fishery Ecosystem Plan for the Pelagic Fisheries of the Western Pacific. Requirements include:
- Fishermen are required to have permits and to record catch in logbooks.
- A limit on the number of permits for Hawaii and American Samoa longline fisheries controls participation in the fishery.
- Gear restrictions and operational requirements to minimize bycatch:
- Circle hooks, hook size requirements, and finfish bait (as opposed to squid bait) reduce the number of sea turtles caught and cause less injury to sea turtles that are hooked.
- Protected species handling and release protocols that minimize further injury and increase the chance of survival.
- Annual limits on the number of leatherback sea turtles that can be caught in the Hawaii longline fishery. If the limit is reached, the fishery is closed for the rest of the year.
- Limits on the number of interactions with leatherback and loggerhead sea turtles during a trip. If either limit is reached, the vessel must stop fishing and return to port.
- Gear restrictions and mitigation techniques (e.g., tori lines and setting at night) to minimize seabird interactions and injury to seabirds.
- Floatline length requirements for deep-set gear to ensure gear depth which reduces interactions with sea turtles, marine mammals, and seabirds.
- Prohibition on the use of wire leaders to facilitate the release of sharks and other protected species and increase their chance of survival.
- Annual training in safe handling and release techniques for protected species is required, and all vessels must carry and use specific equipment for handling and releasing these animals.
- Swordfish limits for Hawaii deep-set longline vessels that are fishing for tuna and do not have an observer on board.
- Longline fishing is prohibited in some areas to protect endangered Hawaiian monk seals and to reduce conflicts between fishermen. These areas are enforced through the NOAA Fisheries vessel monitoring system program (longline boats must be equipped with a satellite transponder that provides real-time position updates and tracks vessel movements).
- Hawaii-based longline vessels must carry onboard observers when requested by NOAA Fisheries, in part to record interactions with sea turtles, seabirds, marine mammals, sharks, and rays.
