NOAA Fisheries has issued an incidental harassment authorization (IHA) to Duck Point Development II, LLC. (DPD) to incidentally harass, by Level A and B harassment, marine mammals during construction of a second cruise ship berth and new lightering float at Cannery Point (Icy Strait) on Chichagof Island near Hoonah, Alaska.
