Summary

NOAA Fisheries has received a request from the U.S. Navy (Navy) for authorization to take marine mammals over the course of five years (2020-2025) incidental to conducting construction activities related to development of a new ammunition pier at Seal Beach, California. As required by the Marine Mammal Protection Act (MMPA), NOAA Fisheries is proposing regulations to govern that take, and requests comments on the proposed regulations. We will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and will summarize and respond to such comments in the final notice of our decision.
