Background
The Southeast For-Hire Integrated Electronic Reporting (SEFHIER) program implements electronic reporting of for-hire vessel catch data for nearly 2,000 vessels in the South Atlantic. The purpose of this program is to provide more accurate and reliable fisheries information about for-hire catch, effort, and discards. Fishermen provide data that are critical to population assessments and better fisheries management. Electronic reporting can also provide more timely, accurate, and reliable information for species that have low catches, small annual catch limits, or are rarely encountered.

- On February 23, 2023, the United States Court of Appeals for the Fifth Circuit set aside the final rule implementing the Southeast For-Hire Integrated Electronic Reporting Program in the Gulf. This means the Gulf program is currently not in effect. The ruling does not affect the South Atlantic SEFHIER program.
- If you have both South Atlantic and Gulf federal for-hire permits, you must follow the South Atlantic reporting requirements.
- NOAA Fisheries Update: Court of Appeals Decision on the Gulf of Mexico Southeast For-Hire Integrated Electronic Reporting Program Lawsuit
- The Gulf Council is actively developing an Amendment to stand back up some portion of the Gulf SEFHIER program, which is anticipated to be finalized sometime in 2025.
Troubleshooting & Common Issues
- Permit Renewal with a Compliance Hold:
- Log into the Permits On-line System
- On your home page, under the “Active Applications” tab, click “Continue Application” button for the for-hire permit.
- Go to the tab “My Permits/Applications.”
- On the box on the left, under Reporting Requirements, select Logbook Compliance.
- If you are missing reports, you will see a date for each week you are missing reports.
- To come into compliance for any missing week, you will need to log into your for-hire reporting application and submit either:
- A logbook for every for-hire fishing trip, or
- A Did Not Fish (DNF) report for any week with no for-hire fishing trips.
**All reports are due by Tuesday at 11:59 PM following a fishing week (Mon-Sun). After submitting any missing reports, allow up to 3 days for your status to update in our Permits On-line System before proceeding with your permit application.
- Compliance Status:
View your monthly logbook compliance status on the Vessel Reporting Status website. Enter your vessel registration number and click the “Get Compliance Status” button. The page will populate with information for each month and fishery.- For any non-compliant month (marked with a red “N”), go back into your for-hire reporting app and submit any missing reports for all weeks in that month.
**After submitting any missing reports, allow up to 3 days for your status to update in our Permits On-line System before proceeding with your permit application.
- eTrips/SAFIS Account Reactivation:
If your eTrips account is inactive due to expired permits and you’re unable to submit your outstanding reports, then please email ACCSP support (at mobile_support@accsp.org) and copy ser.electronicreporting@noaa.gov, to request a 10-day extension.- For approval to be granted, you must send the request from the email address listed in the Permits On-line System (you can view that email address by logging in to the system, if you’ve forgotten).

- Logbook Submission Errors:
The most common issue is overlapping date/time errors in logbooks. If you suspect you may have overlapping date/time entries in your logbooks, review the information you have submitted and correct any erroneous date/times that are creating overlap errors. If you are unable to correct an error, then please respond to this email requesting corrections (you must include the trip number, and the date(s) and time, you wish to correct to).- For any other app-related, technical issues please contact your app vendor:

*Executive Order 14172, “Restoring Names That Honor American Greatness” (Jan. 20, 2025), directs that the Gulf of Mexico be renamed the Gulf of America. On August 7, 2025, NOAA Fisheries and the National Ocean Service amended regulations in the Code of Federal Regulations to reflect the renaming. The name change did not result in any changes to, and had no effect on the applicability or enforceability of, any existing regulations. This website continues to use “Gulf of Mexico” when quoting statutes or previously published materials.
