Habitat Conservation Plan and Safe Harbor Agreement for Sierra Pacific Industries Forestland Management Program
Summary
NOAA Fisheries is announcing the availability of Sierra Pacific Land & Timber Company’s (SPL&T) Habitat Conservation Plan (HCP) and Safe Harbor Agreement (SHA) for public comment. The notice advises the public that NOAA Fisheries has received one Incidental Take Permit application and one Enhancement of Survival Permit application, submitted pursuant to Section 10(a)(1)(B) and Section 10(a)(1)(A) of the Endangered Species Act. The joint HCP/SHA covers the Federally endangered Sacramento River winter-run Chinook salmon (Oncorhynchus tshawytscha), Evolutionary Significant Unit (ESU), the threatened Central Valley spring-run Chinook salmon (O. tshawytscha) ESU, the threatened Southern Oregon/Northern California Coast coho salmon (O. kisutch) ESU, and the threatened California Central Valley steelhead (O. mykiss) Distinct Population Segment (DPS). The notice also announces the availability of a draft environmental assessment (EA) under the National Environmental Policy Act (NEPA), describing the potential effects of the proposed issuance of the Permits associated with the submitted HCP/SHA.
