Beginning November 10, 2021, GARFO-permitted commercial fishing vessels will be required to have an electronic device onboard, start an electronic vessel trip report (eVTR) for each trip, and submit completed reports within 48 hours of the end of a trip. For more details about this requirement see the Final Rule for Electronic Vessel Trip Reporting for Commercial and For-Hire Vessels.
Vessels issued for-hire permits for New England Fishery Management Council-managed fisheries (i.e., Northeast multispecies) will also be required to use eVTR and report within 48 hours of the end of a trip.
Vessels issued a for-hire permit for Mid-Atlantic Fishery Management Council species or a private recreational vessel tilefish permit already submit vessel trip reports electronically.
Reporting requirements do not apply to vessels holding only a permit for American lobster.
Vessels that possess GARFO commercial permits as well as either Southeast Fisheries Science Center (SEFSC) or Highly Migratory Species Management Division (HMS) commercial permits may have multiple reporting requirements for a single trip. GARFO is working with it’s partners at SEFSC, HMS, and the Atlantic Coastal Cooperative Statistics Program (ACCSP) to develop One Stop Reporting (OSR) capabilities that will enable the submission of a single electronic report to satisfy reporting requirements of multiple permits. We anticipate ACCSP’s eTrips eVTR application will soon support commercial OSR so that the submission of a single electronic report will fulfill multiple commercial reporting requirements.
To provide support to eVTR users, GARFO is presenting this series of instructional webinars. The first two webinars will provide a general overview of eVTR reporting requirements and available platforms. They will also include demonstrations of GARFO’s Fish Online (FOL) applications for Apple iOS and Fish Online Web App. Future webinars will include demonstrations of ACCSP’s eTrips/mobile v2 and eTrips online. Other eVTR apps may also be included in these webinars.

Weekly webinars will be scheduled throughout the remainder of the summer and into the fall until implementation on November 10, 2021. They will be regionally focused, with the area Port Agent participating in each although they will be open to all to attend.
Webinar links and login information will be posted with each webinar (check the schedule) listed as they become available. Each webinar will be similar, but they will be held at different times of day in order to provide sufficient opportunity for users to attend. Each webinar will be recorded and the video posted on our website.
